This map summarizes the performance of state-owned roads in 2004. Twelve indicators – covering the states’ highway revenues and expenditures, pavement and bridge condition, congestion, accident rates, and narrow lanes - make up each state’s overall rating. Rankings are based on spending and performance data submitted to the federal government by the state highway agencies. Click here for the full report.
