New at Reason.org: Building Our Way Out of Congestion

In his latest column for Public Works Financing, Reason Co-Founder Robert Poole writes:

What's really important is that the "Congestion is a fact of life—live with it" approach is now under serious challenge in three key states (Texas, Georgia, and Washington). It seems likely that with a combination of pricing and toll finance, we can "build our way out of congestion" in a meaningful sense.
