Feds move to markets for fisheries
The Bush Administration has proposed using markets to ration rather than limits and controls that have not worked.
It's a long overdue step, one the Reason has been pushing in collaboration with PERC and Environmental Defense. You can get a lot more information on the Bush proposal and the whole issue of markets in fisheries here.
